"CODE 3!!! The building is ablaze, and there could be people inside. You and your team need to get them out, before the fire gets out of control.
While you're in there things are going to get from bad to worse, fires will spread, debris will fall, floors will get weak, lights will go out, and lots more. You have a real challenge getting all the civilians out, some will be okay, but others will be in a panic, or injured, others unconscious. You may have an ax and fire extinguisher, but your greatest tool will be communication.
Work together, control the flames, save civilians, and stay safe in there. We're counting on you, Fire Brigade!"
